On 15 & 16 October 2024, the Independent Regulator attended a two-day interjurisdictional forum held in Sydney. The forum let representatives from all Australian states and territories collaborate on Child and Youth Safe Standards and Reportable Conduct Schemes.
Many states and territories are at various stages in developing the Child Safe Standards and Reportable Conduct Schemes. Some have established a policy framework in preparation for legislation. Others are strengthening existing laws to support compliance.
Day 1 focussed on Child and Youth Safe Standards. Jurisdictions, including the National Office for Child Safety gave an update on recent work and changes in their respective state or territory. All agencies proposing to or using the Standards, regardless of maturity, faced common challenges. Everyone agreed that shared training could improve compliance with the Standards by educating agencies.
The E-Safety Commissioner attended. They provided insight into online risks for children. There are opportunities to apply the Standards in this area.
The discussion stressed the need to hear from the young people who benefit from the standards, not just the organisation. In short, we must shift from a transactional focus (following the Standards) to a transformational one. We need child-safe organisations that always put children first. This means asking about the experience agencies want for children in their organisation.
Day 2 focussed on Reportable Conduct Schemes. Two key interests were: 1) a need for consistent reporting of conduct to notify the regulator, and 2) sharing information across borders. There is proposed work in this space. Updates will be posted here when available.
The forum was a great chance to share ideas and create opportunities. It was great to see Tasmania leading in Child Safe and Reportable Conduct Schemes.
